The Bonneville Power Administration, investor-owned utilities, and consumer-owned utilities located in California, Idaho, Montana, Oregon, Utah, Washington and Wyoming create the NorthernGrid regional transmission planning association through the execution of a funding agreement. The agreement funds the association for the 2020-2021 biennial planning cycle that will begin on January 1, 2020.
